Construction on Grady Tolbert Road as part of the Eglin Regional Reuse Project Phase I

Construction has begun on Grady Tolbert Road as part of phase one of the Eglin Regional Reuse Project. Santa Rosa County and the Holley Navarre Water System (HNWS) are partners on the Eglin Regional Reuse Project, which will ultimately allow Santa Rosa County to remove treated wastewater effluent from Santa Rosa Sound and allow HNWS to send reclaimed water to rapid infiltration basins located on Eglin AFB.

Phase II of the project is expected to begin in the spring of 2025. Phase II will remove the effluent discharge that goes into the sound from the wastewater treatment plant on Navarre Beach.

As part of phase one of the project, a reclaimed water pipeline will be constructed on Grady Tolbert Road. The construction of this pipeline will have temporary impacts to the roadway and to the residents living on Grady Tolbert Road, Chase Street, and to a lesser extent residents on Emerson Lane, Rose Street, and Chow Lane.

The entire project will take over a year to complete. However, the work on Grady Tolbert Road is not expected to take more than two months.

    Potential disruptions:
    • Road Impacts -The road will be impacted with the construction, and repaired by L&K to Santa Rosa County standards, once construction is complete
    • Traffic Impacts - There will be limited road closures during construction. The contractor will be required to maintain access to every residence and provide appropriate detours/signage as required.
    • There may be some noise impacts during construction, including the use of heavy machinery to perform the construction.
    • No utility service interruptions are expected with this work
The project is being constructed by L&K Construction. For issues related to the construction, contact project foreman Kevin Burgans at 850-499-2303. Find a larger view of the map online.
